City of Jacksonville Fire & Rescue Department – First Responders Safe Room
A resilient civic facility designed to protect those who protect others.
A secure, mission-critical shelter designed to safeguard Jacksonville’s first responders during catastrophic weather events.
Project overview
Located in Jacksonville, Florida, the 25,700 square-foot, $13 million First Responders Safe Room is a mission-critical facility developed for the City of Jacksonville Fire & Rescue Department (JFRD). Designed to remain fully operational during a Category 5 hurricane, the building provides refuge and coordination space for up to 850 police, fire, rescue, and city personnel for a minimum of 72 hours.
Constructed to FEMA and ICC 500 standards, the facility ensures total power and water independence, enabling uninterrupted operations throughout an emergency. Beyond crisis use, the building serves the community year-round as a training and multipurpose center, supporting ongoing readiness and professional development.
Key program elements include:
- Shelter capacity for 850 personnel for 72 hours during extreme weather events
- Independent power and water systems for sustained functionality
- Precast concrete construction and impact-resistant windows for maximum protection
- Flexible interior spaces adaptable for classroom, training, and community functions
- Clear operational zoning separating emergency response, rest, and administrative areas
Design approach
Designed by PQH Group Design, the project embodies the intersection of resilience and adaptability in civic architecture. Every design decision supports both life safety and operational continuity, ensuring that the city’s first responders remain protected, coordinated, and capable in the face of disaster.
